Sounds like the creation of an 8-man dictatorship to me - they chould get rid of anything they didn't like - NSF, NIH, NASA, DoE, EPA, TSA, CIA, NSA, FBI... anything at all. At whim!

This seems astounding stupidity or barefaced power-grabbing. I hope its just stupidity...

But take this proposal to its logical conclusion: as one chunk after another of the Federal government is eliminated, so the Federal government gradually ceases to exist -- in the process disabling the USA as any kind of world power. A reasonable result, on the face of it.

Do the neo-cons, with their myopic focus on the immediate and their inability to think strategically, actually realise this?

Probably not. But I also fear that gubbermint would be dismantled in close to the least desirable order, from our perspective :-(
