10 percent in 2010 - 10:10

This Wednesday, the UK Parliament votes on whether to sign up to 10:10 - a campaign for a 10% cut in UK greenhouse gas emissions during 2010.

The Liberal Democrats have tabled the motion and committed to supporting it.

It looks to me as though the campaign is for individual people or organisations who sign up to it to cut their own greenhouse gas emissions by 10%. 36,000 people are currently signed up, 0.06% of the population, and so it's targeting a 0.006% cut in UK greenhouse emissions, not 10%. The UK parliament would cut a lot more carbon emissions if they spend the same amount of time on facilitating the construction of wind, wave, tidal and nuclear power stations rather than being distracted by this trivial issue.
