Offline LJ clients

Apropos of a conversation in a community of which I am a member, can anyone recommend good `offline' LJ client? I mean, a client which works in a streamlined fashion over a pay-per-minute modem connection, so that one can compose for free and then squirt entries and comments into their proper LJ thread. This isn't for me at the moment, so any platform, but perhaps particularly Wintel?

Does Phoenix allow you to comment offline in other people's journals, and in communities? Or does it only allow you to update your own journal offline?

Wouldn't it be ironic if there were only offline LJ readers for Macs, not Wintel? :-)
